ASIRP is an independent intelligence and reconnaissance initiative dedicated to exploring anomalous systems, emerging technologies, and scientific frontiers. We help people think clearly about the unknown through structured analysis, disciplined inquiry, and open, field-driven exploration. Our work blends intelligence (the interpretation of complex signals) with reconnaissance (direct observation and environmental sensing), giving the public tools to investigate for themselves rather than rely on speculation or institutional narratives.

While our primary focus is forward-looking exploration, ASIRP maintains supporting capabilities in archival forensics, historical research, and government analysis. These programs provide context when deeper background or institutional insight is needed, complementing—rather than defining—our core mission.

ASIRP operates under the Černohajev Archive & Research Institute (CARI), drawing on the Černohajev Papers, historical research, contemporary datasets, and public observations. These materials form the analytical foundation for a new, civilian-centered approach to understanding frontier science and anomalous phenomena.

Our purpose is simple: to equip a community of citizen researchers, analysts, and explorers with the clarity, tools, and methods needed to engage directly with the world’s most intriguing, poorly understood, and potentially transformative technologies.

Founders

Natalja and Gene Sticco represent the dual pillars of ASIRP’s mission: origin and execution. Natalja’s stewardship of the Černohajev Archive and her support as principal benefactor provide the foundation on which the institute stands. Gene’s leadership as founder, investigator, and executive director drives its research, policy engagement, and public mission forward.

Their partnership ensures that ASIRP remains both faithful to the legacy from which it was born and focused on the future it seeks to shape.

    Natalja Sticco is the Patron of the Černohajev Archive — the private collection of research papers, manuscripts, and engineering notebooks authored by her father, Valerij Černohajev, which forms the intellectual foundation of ASIRP’s mission. As principal benefactor of the institute, she ensures the preservation and accessibility of this extraordinary historical resource, as well as the long-term independence of the research it supports.

    Natalja’s patronage embodies the living continuity of the work, connecting the deeply personal origins of the archive to its global significance today. Her presence reminds policymakers, researchers, and the public that behind ASIRP’s forensic investigations lies a legacy of discovery, curiosity, and intergenerational responsibility.

  • Founder & Executive Director, ASIRP

    Gene Sticco is the Founder and Executive Director of the Anomalous Systems Intelligence & Reconnaissance Project (ASIRP), where he leads the institute’s investigative direction, strategic research agenda, and public engagement initiatives. Drawing on a background in forensic analysis, intelligence research, and historical reconstruction, Sticco established ASIRP to bring rigorous evidence-based scrutiny to one of the most complex and misunderstood areas of national security and scientific inquiry.

    As the public face of ASIRP, he frequently briefs policymakers, collaborates with investigative journalists and research institutions, and oversees the publication of the ASIRP Journal. His leadership ensures that the institute’s work — from archival forensics to policy oversight and scientific futures — is conducted with independence, integrity, and strategic focus.
